Open to the Public

It is here where the true heart of today’s Naples is beating. The employees of the office in charge of managing thousands of local municipal apartments are up to their elbows in work. Their clients make a colourful combination of human types. On the one hand, there are hot tempers and, on the other, bureaucratic procedures. The film shows that, against all odds, it is possible to reconcile these opposing elements.
